The study of FGV Projetos, coordinated by economist Fernando Blumenschein, develops a specific methodological framework for government procurement based on research conducted for the National Fund for Educational Development (Fundo Nacional de Desenvolvimento da Educação, FNDE). This study highlights the potential use of the concepts of the theory of auctions together with methods of analysis of "Big Data" in shaping public sessions.
